Success rates by scheme, 2026 annual report
Success rate = people recommended for appointment divided by applications by first-preference scheme, so it describes the whole applicant pool, not your personal odds. Small schemes swing a lot from year to year, and the report has 16 rows rather than 18 (Diplomatic and Development includes its Economics scheme; Yorkshire and the Humber has no row of its own).
| Scheme | Success rate |
|---|---|
| Government Economics Service | 4.7% |
| Government Operational Research Service | 3.2% |
| Government Statistical Service | 2.6% |
| Government Policy (201 vacancies, the largest scheme) | 2.1% |
| Project Delivery and Property | 1.7% each |
| Digital | 1.3% |
| All schemes | 1.0% |
| Risk Management, Cyber Security and Government Social Research | 0.3% each |
| Diplomatic and Development | 0.2% |
The three assessment centre exercises
The Fast Stream Assessment Centre (FSAC) is marked on the four-dimension framework: Think, Relate, Adapt and Strive. Each exercise has its own assessor.
| Exercise | Format | Dimensions |
|---|---|---|
| Written Exercise | 55 minutes, 4 written tasks, Word template emailed; the guide suggests about 20 minutes reading and 35 writing | Think, Relate, Adapt, Strive |
| Oral Briefing Exercise | 45 minutes of preparation, then a 25-minute meeting: 10 minutes brief and 15 minutes of questions | Think, Relate, Adapt, Strive |
| Personal Development Conversation | 30-minute one-to-one conversation | Relate, Adapt, Strive |
Do you need a degree?
For most people, yes. The Fast Stream home page says most schemes are open to graduates with a 2:2 or above, and many are open to degree apprentices.
There is one narrow exception. Existing civil servants can apply without a degree on the in-service route, which covers 12 schemes: Commercial, Cyber Security, Digital, Diplomatic and Development, Yorkshire and the Humber, Finance, Government Policy, Human Resources, Operational Delivery, Project Delivery, Property and Risk Management. The specialist schemes still need the degree. Conditions apply: you must have passed probation, been recruited through fair and open competition, kept continuity of service, and not be under performance or disciplinary measures. A civil servant at SEO grade or above must accept a salary reduction on joining.
There is no stated age limit; the official page says people of all ages and backgrounds are welcome.
Nationality and right to work
The Fast Stream is open to UK nationals, Irish nationals and Commonwealth nationals with the right to work in the UK, plus some European nationals with settled or pre-settled status and other groups listed on the official nationality page. Some schemes are for British citizens only; Diplomatic and Development and its Economics scheme also ask for five of the last ten years' UK residence, including one consecutive twelve months.
The official page says the current starting salary does not meet the minimum for new skilled worker visa sponsorship, so sponsorship applies only in very limited circumstances. You need the right to work for the whole programme.
How to apply
The first stage has three steps. Register one account with a personal email address (duplicate accounts can lead to withdrawal; the site recommends Gmail because successful candidates need a Google account for onboarding). Choose up to three schemes. Then give background information, including diversity questions that are used for monitoring only.
Ask for any reasonable adjustment in the initial application, with as much detail as you can. Adjustments have to be agreed in advance and cannot be granted on the day of an assessment.
You may use generative AI tools to prepare, but you must not use them during the tests or assessments; the site says an application may be withdrawn if AI use is suspected.
The two online tests, in order
For 2027 entry the official online tests page lists two tests, both untimed. You may wait a few days after applying for them to appear, then you have 7 days to complete them. The site's process video says they take around an hour and a half in total, and everyone receives feedback whether or not they progress.
The first test is work-based scenarios, measuring interpersonal skills: there are twelve scenarios, and for each you rate possible actions as counterproductive, ineffective, partially effective or effective. The second is the case study assessment, which looks at decision-making and adapting to changing circumstances: you read seven pieces of background information and then respond to twenty-four situations, sometimes choosing the most and least effective response and sometimes rating actions on the same four-point scale.
The site publishes no pass mark. One discrepancy: the official process video names a third assessment called Using data, but the online tests page lists two for 2027 entry. We follow the tests page, and your applicant homepage is the final authority.
The Fast Stream's published example question is a work-based scenario about sharing IT equipment between departments, where talking to the other manager and offering a practical option is rated effective. Our practice sets for the Civil Service Judgement, Numerical and other tests are on the Civil Service online tests hub linked below.
What the work and pay look like
The programme starts on 31,554 pounds, with a permanent contract, flexible working and the Civil Service Pension. The home page says there is potential to reach 45,000 to 55,000 pounds after the programme. The Government Economics Service page ties its version of that figure to promotion and successful completion. The pages we read do not publish a pay scale by scheme or a London allowance.
On many schemes you work in three departments in three different roles, and you cannot choose the department or role. Relocation support of up to 2,000 pounds is available only after you start. Schemes run three to three and a half years for most, four years for Finance and Property, and five for the two Diplomatic and Development schemes.
If you choose Risk Management or Cyber Security you must obtain SC security clearance before starting; Digital requires it for technical roles. If you are offered a place, bring your original degree certificate on your first day or the offer may be withdrawn.
Who actually gets in
The Cabinet Office annual report for 2026 counts 78,407 registrations, 69,046 first-preference applications, 654 vacancies and 703 people recommended for appointment, a success rate of 1.0 percent. The 2025 report was very similar: about 84,000 registrations, 676 vacancies and 754 recommended, also 1.0 percent. The report notes that recommended numbers can differ from vacancies without explaining why.
The specialist economics, operational research and statistics schemes show the highest rates, but they ask for specific degrees, so the pool is small because most graduates cannot apply. Among the any-subject schemes, Government Policy, Project Delivery, Property and Digital had higher rates than the rest; Diplomatic and Development was the toughest at 0.2 percent. The report also shows success rates by university group and by age; it does not explain the differences, so treat them as a snapshot.
Our own planning suggestion, not official advice: pick your three schemes by real interest and the degree line first, and use the published rates only as a tiebreaker.
